Bloom is an Elemental Reaction in Genshin Impact. Elemental Reactions are a combat mechanic in Genshin Impact. When a Playable Character inflicts an Enemy with an Element, the Enemy gains a decaying aura of that Element, which can be combined with a new compatible Elemental Aura to lead to an Elemental Reaction. This mechanic can also be used on players and objects.
Elemental Reactions can be triggered using the 7 Elements in Genshin Impact, Anemo (Wind), Geo (Earth), Electro (Lightning), Dendro (Nature), Hydro (Water), Pyro (Fire) and Cryo (Frost).
Bloom Reaction Genshin Impact
Bloom will create a green flower-like object called a Dendro Core. The core lasts for 6 seconds, and there can be a maximum 5 on the field. After 6 seconds on the field, the Core will explode and deal AOE Dendro damage. Any additional cores created when there are already 5 on the field created will force the Core closest to exploding to explode prematurely.
Bloom's Damage and any reactions caused by the Dendro Cores created will scale with Character level and Elemental Mastery, with the Base Damage of the reaction being multiplied by these variables. ATK, Crit rate, Crit DMG and any other stats besides CL and EM will not impact the damage of this reaction.
How to trigger Bloom Genshin Impact
Bloom can be activated by combining the Hydro aura with the Dendro aura or vice versa. This can be achieved by either applying both auras with the Playable Characters in your party, or by applying Dendro/Hydro to an Enemy who already has the complementary aura, such as a Hydro Slime/Dendro Slime.
Example: Sangonomiya Kokomi uses her Elemental Burst Nereid's Ascension, applying the Hydro aura to Enemies, then Collei uses her Elemental Burst Trump-Card Kitty to add the Dendro aura, resulting in the creation of Dendro Cores:

Bloom Various Reactions in Genshin Impact
Hyperbloom Reaction
When Electro is applied to a Dendro Core, the core turns into a Sprawling Shot; a small homing missile that targets the closest Enemy and deals AoE Dendro DMG in a 1m radius.
Example: Tartaglia uses his Elemental Burst Havoc: Obliteration, applying the Hydro aura to Enemies, then Collei uses her Elemental Skill Floral Brush to add the Dendro aura, resulting in the creation of a Dendro Core. Then, Fischl uses her Elemental Skill Nightrider to deal Electro DMG to the core.
**Note: This Electro reaction will only occur to Dendro Cores. To see a normal Electro + Dendro reaction, see Quicken.
Burgeon Reaction
When Pyro is applied to a Dendro Core, the core is immediately detonated, dealing AoE Dendro DMG. The damage is 1.5x stronger than if the core detonated on its own.
Example: Klee uses her Elemental Skill Jumpy Dumpty on a Dendro Core, causing it to explode:
